Does anyone know what this blue connector by the washer motor if for and what this relay controls the relay is under the fuse box in the driver foot well

The blue connector is “engine speed detection” check connector. The brown one is ignition timing adjustment connector, and there is a black one in that cluster that is fuel pump test connector.
The relay appears to be a hyper flash preventer for LED turn signals.
