Possible vacuum reduction issue

So I’m trying to chase down a possible vacuum leak issue and I’ve come across a couple of things that have stomped me in the process of getting my car in running order again. Attached are two photos. One is of a component that seems to vent to atmosphere for some reason. The other, is what looks like one of the previous owners tried to do a vacuum line reduction and thought it was a good idea to loop two ports together. These two things are what’s confusing me. Should I take the component off that’s vent to atmosphere and cap off the port? As for the looped ports, should I remove the loop and cap both ports separately?
