It has the following issue: (Rev counter not working, I have had a new ptu fitted as people say that that would be the main problem, I removed it and re fit in case the connection were not mating up but still not working, wondering what to do next? advice appreciated )

The caps are old, yes. But also other factors effect their life. Check your charging system. Voltage spikes can / will cause component failure. Having repaired many electronic units using capacitors, I have found you need to look past the components themselves and look at resistors, transistors and even bad connections. High resistance causes voltage spikes.
